Position Title: Human Resources Manager
Department: Executive
Reports To: Chief Executive Officer 
Status: Exempt
Summary
The HR Manager is responsible for the administration of Human Resource policies and programs. This role provides comprehensive HR support and guidance to employees and management. This support will include recruitment, staff planning, performance management, oversite of benefits administration, employee engagement and workforce development. This role must balance employee programs and benefits with the operating needs of the Health Center. 

Success in this role will be highly dependent on building relationships that drive operational effectiveness by using HR and industry knowledge to maximize results and manage change. This position is a highly visible role within the organization and involves interaction with team members at all levels.

Duties & Responsibilities

  • Serves as a coach and adviser to influence organizational leaders in areas of employee relations, talent management, performance management, reward and recognition, change management, inclusion & diversity, and the potential impact of short and long-term decisions and strategies.
  • Manages, delivers and works to continually improve and enhance the Recruitment, New Employee Orientation and Onboarding processes including professional licensing and student programs.
  • Recommends a compensation strategy for all employees based on market research and pay surveys; Keeps the strategy up to date
  • Performs employee relations functions including support and counseling regarding personnel and job-related conflicts, problem-solving and dispute resolution, managing employee performance issues, reviewing and assessment of corrective action and termination requests. Oversees employee satisfaction monitoring processes and tools including exit interviews.
  • Ensure legal compliance by monitoring and implementing applicable HR federal and state requirements
  • Analyze data to guide strategic employment planning
  • Identify and recommend areas of improvement to internal standard operating procedures, including team restructuring and morale
  • Recommend, prepare and update human resource policies and procedures to maintain management guidelines consistent with local, state and federal regulations
  • Build strong relationships both internally and externally, fostering trust and promoting collaboration
  • Handle confidential matters with discretion
  • Promote the mission, vision and values of the organization in all interactions
  • Supervises other Department staff
  • Other duties as assigned
Qualifications
  • The individual must respect the confidentiality of employee and patient information while performing job duties and establish and maintain effective working relationships with patients, employees and public. 
  • Knowledge of current recruitment practices, payroll, training and human resource law
  • Prior work experience dealing with all levels of employees and community Board members
  • Willingness to learn, adapt to change, and take on additional duties and tasks
  • Trustworthy and upholds the standards of confidentiality
  • High level of interpersonal skills
  • SHRM Certified or equivalent work experience
  • Demonstrated planning and organizational skills
  • Must possess considerable initiative, outstanding customer service skills, with ability to learn quickly
  • Critical thinking and innovation
  • Familiarity with HR Processes and HRIS systems
  • Proficient in Microsoft Suite and comfortable learning new technology and programs
  • Strong Microsoft Excel skills (ability to write formulas, create graphs / pivot tables, produce reports that allow for easy data interpretation/analysis)
  • Strong problem-solving skills with the ability to make independent judgements
  • Ability to work independently and make effective decisions
  • Strong verbal and written communication skills
Education and/or Experience
  • Bachelor’s Degree in Human Resources, Business Administration, Management or a related field
  • 5 years of work experience in Human Resources, preferably in an HR Business Partner or Generalist role
  • Supervisory Experience preferred.
Communication Skills
The individual must possess strong oral and written communication skills and the ability to speak effectively before groups of customers or employees of an organization. Communicate with patients, families, communities, other health professionals and co-workers in a responsive and responsible manner to support a team approach to the maintenance of health and the treatment of disease.  Engage others, appropriate to the specific care situation, in shared patient-centered problem solving.

Computer Skills
The individual must possess the knowledge of Microsoft Word and Excel. Experience in HR Software.

  • Work may require sitting or standing for long periods of time; also stooping, bending and stretching
  • Occasionally lifting files or paper weighing 25 pounds or more

  • Possesses sight and hearing senses to function adequately so that they requirements of this position can be fully met
Work Environment
Work is performed in a general office setting.  Interaction with others is frequent and interruptive.  Work may be stressful at times.  Work hours include some evenings and otherwise are generally during normal business hours and may average more than 40 hours/week for full time employees.
