Financial Management Specialist NF-04
This position is located within the Support Services Division of the Directorate of Family, Morale, Welfare and Recreation (DFMWR) Fort McCoy, WI.
Duties:
- Serves as the Financial Management Specialist for the Installation, Morale, Welfare and Recreation Fund. Assists in the development of financial policies, plans and fiscal operating procedures.
- Performs a wide range of review and analysis of NAF financial operations in order to evaluate performance. Plans, formulates, and prepares operating budgets, financial reporting and analysis and brief Chiefs and Senior Leadership.
- Plans, formulates, and prepares operating budgets for MWR Strategic Plan, cash budgets and Capital Purchases/Minor Construction (CPMC).
- Researches, verifies, and revises program and budget data. Develops and implement internal controls and standard operating procedures for safeguarding cash and fixed assets. Identify discrepancies quickly and make timely corrections.
- Prepares and analyzes financial reports of NAF operations. Responsibilities include budget variance analysis, CPMC execution oversight, and cash flow projections.
- Supports strategic financial planning and contributes to the development of sound financial strategies. Performs other duties as assigned.
- Direct Deposit and Social Security Card is required.
- Meet qualification/eligibility/background requirements for this position.
- A one-year probationary period may be required.
- Satisfactorily complete an employment verification (E-Verify) check.
- Duties may involve working both indoors and outdoors during special events.
- Driver’s license will be required if operating government vehicles.
- Business operations are Monday-Friday but is subject to change and will be based on the needs of the activity. Nights, weekends and holidays are required during MWR events.
Qualifications:

A qualified candidate must possess the following:
- Demonstrated ability to perform the duties described above using the theories, principles, practices and techniques of Generally Accepted Accounting Principles (GAAP).
- Possess a Bachelors Degree in Accounting, Finance, Business Administration or similar field
- Possess a minimum of 2(two) years working with Nonappropriated Fund (NAF) operations
- Possess a minimum of 2(two) years experience with internal controls, risk management, and regulatory compliance
- Experience assisting with long-range financial planning and aligning financial strategies with organizational goals. (i.e. facility/program budgets, life-cycle replacement, strategic planning).
- Experience preparing and briefing complex financial information to a diverse audience. (i.e. Program Managers, Supervisors, Directorate Chiefs, and Senior Leaders).
